Fixed a bug that allowed a person to edit block content through "Quick Edit" if they had the "Administer blocks" permission but did not have the related "Edit" permission.

Fix a bug introduced in 7.x-1.0-beta3 with a rule machine name being too long and regroup all the refresh logic inside commerce_discount_commerce_cart_order_refresh().
