Update dependency version of migrate modules

1. Was fixed the issue with updating of node aliases created by the 'Pathauto' module.
2. The "Database Logging" module is no longer used for logging.
3. Was added the ability to enable and disable of logging.

Feedback i/f:

* Line-through submission when f/b given.
* Scroll submission pane to top when new submission selected.
* Open all rubric items when new submission selected.

Finally, a Drupal 9 compatible version! It is strongly recommended that you properly test your site with the new version before deploying to prod.
