Where is "vocabulary"?

After installing Drupal, I try to add content.
As I want to categorize it, I try to define categories and sub-cat.
I have found several topic about this.
But all refer to a "vocabulary" that I cannot find

"click administer > categories and click the add vocabulary tab", for example.
Could you help me with this problem, and be able to start?
Thank you

Forum module + permissions per forum term?

A few questions...

Hmm.. googling all over, and also searching through the forums, I can't find any info on this, so I'm asking here... I have 3 users, anonymous, registered, and members: there's a specific "forum term" i'd like to allow ONLY members view and/or posting of and block all anonymous and registered.

Is it me, or is there no control over this at this time?

Apache crashes -- too many hits

We are running Drupal and have had our php.ini file configured to accept 800 max_connections.

Using PHP Snippet to Display Taxonomy Terms as PAGE of Links (not within nav menu)

I want to create a page that displays all the taxonomy terms within a particular category as links. (When clicked, the term links should display all the nodes associated with that taxonomy term.) I don't want to use the taxonomy menu module, because my list of terms will be too long to fit in nicely with the navigation. I tried the categories module and it did exactly what I wanted, but I didn't like the way it treated every term as a node and added the term to the main menu by default. (I also had some problems with importing older taxonomies and I'm just hoping to avoid using the categories module altogether.) I've read some posts on this already and I think there might already be a snippet that will work for me, but I don't know WHERE I'm supposed to copy and paste the snippets I have seen. It seems like some of the people who respond just assume the reader will know what PHP file or what administration area I'm supposed to be in when pasting in the snippet, and sadly, I have no idea. Here are some examples where people provided snippets, but I don't know what to do with them:

Problem with Views for "Related Content"

I have a number of articles of a certain CCK type, and I have created a views block to go in my sidebar for "related content" that shows a random teaser from that same CCK type. The problem that I am running into is that occasionally, the "related content" will be the same as the page the user is currently on. Is there a way to filter out the "current node" so that I don't get this duplication issue?

Mike
