Upgrading Drupal

Hi guys,
We last updated back in early November 2012 to 7.16, I see 7.19 is most current update available so can I go directly to updating with 7.19 or do I need to go back & update with 7.17 & 7.18 beforehand?

I had an old site(Drupal 6.18) with a lot of contrib, custom modules. I've upgraded a core and module successfully. But it does not work appropriately. I have been investigating by xdebug too.

I did recently a migration from D6 to D7(7.19) following the official documentation step by step. On the old installation I was using Mix and Match and Fusion themes. Basically I have 2 websites /multiple sites install. I'm boucing my head of the wall after trying for a couple of days to fix the images not appearing issue. I have exhausted all the options, all the work-arounds I've found. I've started with the PHP checking (php.ini), apparently that isn't the issue in my case. The second checks done was on the permissions which are good, given the fact that I've given 777 to whole root directory in order to see if the permission are the issue. Seem not. There are however some fields which I'm not connvinced they were 'migrated' properly in my case. There's anything wrong displayed on "Status Report page (which you can see below btw).
Could anyone give me a hand with this and help me solve this problem? There are many with the same issue I've seen remained unanswered and I think it'll be good for all of the comunity which had encontered this problem.

Newbie : Just running local host X amp while learning the ropes. Hoping to create community website " Allotments..grow your own !

Started with drupal 7.18 improving all the way. Now advised update 7.19.
So made back up Xamp htdocs All sites and all.
Erased 7.18 All under htdocs replaced with 7.19 core: Added "all sites /extra modules ( ck editor)

On start now asking for dBase passwords to start again. Sorry I cant remember them . So much when you start.
Can I recover ? How ? Do I really have to start again? Half way through OReillys "jump start" book

Every time I try to update my Chaos tool suite (ctools) (Security update) I get an error message.
Can anyone let me know what to do so that I can fix this problem?
