How to place two views in a block next to each other rather than on top of one another?

I am new to Drupal and I am having a hard time finding information on how to customize display output. If I want to place two (or more) view slideshows next to each other rather than on top of one another in the main content of the home page,

do I use structure > blocks?

or do I use Views & Panels? and if so, how do I use the views/panels?

How to set taxonomy tag on a user

In a custom Rules Action function, reacting to the Ubercart "Order has received payment" event, using Authorize.net's "DPM" ("Direct POST Method") option, I'm trying to set a tag on the user associated with the current Order, as part of a custom taxonomy-based content access-control scheme integrated with Ubercart.

I couldn't see a way to achieve this without custom code, though I've seen documentation about certain related contributed modules: "Content Access", for example, though I don't see how to integrate that with Ubercart, at this point.

Meanwhile, I decided to not use Ubercart's Roles integration, because we expect a proliferation of tags/roles, and it seemed at least less problematic (if problematic at all) to use tags rather than roles for this, at least because of how roles are displayed in certain admin-views, which I think might break or look really bad with many roles to show in it.

Migrating to Drupal. Asking for input

I am in the process of migrating my photography site, www.myrsphoto.com, to Drupal. The current site was built with expression web. The Drupal site is at www.myrsphoto.com/newsite and is basically complete. Some links still need to be made and a few minor pages still need to be written. Any comment, good or bad, would be appreciated.

Making a Conditional Node

How do you make a node conditional?

For example, I want a person to see a webform node if they have more products bought than submissions on a webform. Is there any way that I can do this?

Need some honest opinions

www.acaptivememory.com is my 2nd site ever, and it's a site I offered to do for a friend. I'm learning Drupal, and I'm starting to get a handle on things. I wanted to post on this forum to get some honest opinions, meaning, critique the site:)

Most of the content is displayed in blocks on pages, based on permissions and displayed per page. Feel free to create an account with a note that you're evaluating the site, and I make sure you won't get a phone call from a sales person.

I realize I could make the galleries a bit more user friendly, what I'm most concerned about is performance.

Frontpage has the piecemaker module.
Galleries use visual lightbox.
I did not use panels, as I was running out of time, getting frustrated and instead I learned a bit more about CSS.
The theme is Bartik, as you can see I've modified a few things. The section with 3 collumns -'Triptych' blocks- are filled with GIF's weighing in at 800Kb+. My friend wanted this look, but I don't like the fact that there are 11 gifs taking up a bunch of bandwidth. Suggestions?
