Workspace for developing the D8 version of robots.txt.

Tasks:
Port menu items to the D8
Fix Admin Form
Remove D7 hooks i.e. hook_menu
Remove update hooks
Create a function that tries to delete the robots.txt file and/or display a message if its not possible to delete
Write tests
