Add conditional import preprocessor plugin

Feature Request

Add a new import preprocessor plugin to support conditional import of content. This would allow a content file to define conditions for a subset of the data included. An example use case where this becomes relevant is when a content file has to include taxonomy tags for relating to later content, but a condition could be set to avoid creating the tag if it already exists in the system.
