Renewed: Rules integration

I saw a few issues about Rules integration. But no solving there.

I surprised that such a large and usable module hasn't Rules integration.

My usercase: content is being added by redactors who haven't sitemap permissions. So with rules I unpublish redactor's content till it won't be checked by corrector. So unpublished nodes are in sitemap.

This will not be so bad if there path would be static. But it generated from node title and node title often changing by corrector.

So I have many redirects and doubles in SE index.

As for me Rules integration is must have feature in many other user cases.
