The patch in #2 has some issues.

Here is a new version:

t() for partial strings as in other modules with hook_help().
string concat like other modules with hook_help().
highlight_string() to format PHP code.
nowdoc for code snippets.
different sections for "About", "Online docs", "As an administrator", "As a site builder", "As a developer".
