After upgrading to CKEditor 4 I get Access denied when opening the media browser by clicking the button. With Ckeditor 3.6 everything worked like a charm.

Possible duplicate: #1996626: Libraries located in base profiles are not accessible

Perhaps try the patch in #1 of that issue.
