Possible noob question here but I've just noticed that the output from CKEditor 4's blockquote button is a base64 encoded <img> tag.

This is obviously pretty restrictive, a pig to style with CSS and seemingly pretty pointless. Am I doing something wrong here?

I'm a muppet. Pasted text from Fireworks and it looks like CKEditor has been clever enough to attempt to translate the clipboard contents as an image.
