Draft content shows on published page.

I inherited a site in which the main page content type that is using an entity reference field for paragraphs bundles that use field collections is having an issue where existing published content that is edited and saved as a draft is showing the draft version on the published page.

I know using field collections is not the ideal way to use fields within paragraphs but as I mentioned I inherited the site and I need to pinpoint if this issue stems from Workbench, Paragraphs or Field Collections or a combination of any/all three.
