Workbench moderation and panelizer have a long history of not working so well together. Let's fix that.

I've proposed a custom plugin type that allows modules like workbench_moderation and OG to easily expose to panels_ipe when the modules believe it is ok to display IPE. #2667754: Allow other modules to disable the IPE based on custom logic
