Two drupal.org deployment tags

There are currently two tags, 'needs drupal.org deployment' and 'needs d.o deployment'. As far as I know, there should only be the 'needs drupal.org deployment'. If there's a special difference between the two, we should document it somewhere; otherwise, the 'needs d.o deployment' tag should probably be deleted.

I will re-tag the issues currently labeled 'needs d.o deployment' once I'm sure it's the right thing to do.
