Webform Submission Trigger does not work if Require source entity to be populated using query string parameters enabled

Problem/Motivation

If set, Webform/Settings/Form/Require source entity to be populated using query string parameters, then the Webform Submission event will not trigger.

Steps to reproduce

• Create a rule that triggers on Webform Submission and an action to post a message.
• Create and submit the webform submission. View the status message.
• Open webform Settings/Form and check Require source entity to be populated using query string parameters
• Create and submit again. Status message will not display. Looks like the trigger does not work.
