Webform rules with the latest webform module can not access to the form_id by data selector. So I can not make any webform specific rules. It is quite serious bug.

Has somebody experianced this yet?

Are you referring to the upcoming 4.x branch of Webforms, or the 3.x branch?

Webform rules provides the condition "Submission to a particular webform" which enables you to react on events for the selected webforms only.
Maybe this helps ...
