When I enable String translations for webform, I am not able to change Confirmation message. When I turn off string translations then I am able to rewrite message.

First, under "localization by string translation", uncheck the checkbox "Expose webform component strings suitable for translation" and save. After this the text area for the Confirmation message will be editable. Change the text and recheck the checkbox "Expose webform component strings suitable for translation". Then translate these text strings under /admin/config/regional/translate/translate.
