Problem/Motivation

Site builders and developers occasionally need to add notes (or comments) to elements within a complex form.

For example, notes could be used to document complex conditional logic, computations, and business requirements.

Proposed resolution

Add support for #admin_notes to webform elements.

User interface changes

Notes will be displayed as help tooltip next to the element title in the form builder.
