The values included in \Drupal\webform\Plugin\WebformHandler\EmailWebformHandler::getDefaultConfigurationValues are only used the CC or BCC email is set to 'default' which is just the site's default email address.

In \Drupal\webform\Plugin\WebformHandler\EmailWebformHandler::defaultConfiguration CC and BCC are set to an empty string.
