Empty element values print token as string in Email Handlers

An unpopulated element, when added to an Email Handler as a token will result in the token itself being rendered in the email, rather than being left empty. A new token should be added (e.g. [webform_submission:values:tax_auditor:clear]) that will clear the token if the token can not be converted to a value.
