Add direct link to edit webform components from webform list [#1810752]

The webform list at admin/content/webform would be more useful if it also had a link to edit the webform components.

This is a more frequent use case than editing the node.

This patch does the job for 6.x.3.x-dev and 6.x-3.18

The same changes also work for 7.x.3.x-dev
