running Drupal 7 and use pagebreaks (7 pages)
NOT option 'automatically save as draft between pages'
but "Show "Save draft" button"

the submit button work correctly with confirmation message and e-mail notification
save draft also works as it should leaving a draft status in result-view window
but when "save draft" is used prior (e.g at page 4) to submit (at last page) the submission will not work
no confirmation message or e-mail notification and leaving a draft status in result-view window (from save draft)

Hope I understand the functionality , I would like my users to be able to save draft then having a break and when back filling out the form and finally hit the submit button and get a confirmation message on a completed form

can you add new questions now? give it a go as I an in a similar situation and now cant add questions.

Noticed that if I choose save draft and logout
then login I can submit in the webform
but as long I'm logged in can not submit if
save draft was used prior to submit

yes I can add questions, if you mean fields or components in webform
such as name, email, adress etc that the webform ask to the users

Now I noticed it will submit after using save draft if I after that refresh the browser.

Although you guys were right to keep this as a separate issue (thanks for that!) This issue has been solved by the same patch that fixed #1084464: Webform submission fails -- when pagebreaks & option 'automatically save as draft between pages' are on . Applying that patch will solve both problems. Considering the multiple issues with the Drupal 7 branch currently, I plan on making a new maintenance release (3.10) shortly.
