No new feature additions or bug fixes have been added to this release. Unless you are upgrading to Drupal 9, you do not need to update to this new version immediately.
This release contains several bug fixes that have been applied since 7.x-1.0-beta1 was created. Beacause the beta release has been used by hundreds of sites since its release with a minimal number of issues, I think it's safe to release this version.
That said, the 7.x-1.x branch is essentially unsupported. It can only use the TimelineJS v2 library, which is also unsupported by its maintainer. No further development will occur on this branch. Simple bug fixes may be applied.

Only one new feature made it into this release. The scale_factor option was changed to allow values of 0.5 and 0.25 instead of only integers. This will allow you to make your timelines zoom out further when loaded.

This second beta release is ahead of schedule. A critical bug was discovered in 8.x-3.0-beta1 last weekend. That bug does not affect 7.x-3.x, but a new beta release is being made in order to keep the versions synchronized between 8.x and 7.x.

A dependency on the jQuery library was not added to the module, causing timelines to not be displayed on pages where jQuery was not loaded. TimelineJS is not dependent on jQuery, but the integration JavaScript is. This issue may have been mitigated on certain sites by the fact that if some other element on the page required jQuery, then the timeline would be rendered normally.

TimelineJS3 has several enhancements over the previous version and the module has been updated to take advantage of a number of them. Additional fields and settings may be added in future versions.
