Same here, pager gone after upgrade.

As far as I can see it is the module css issue:
.views_slideshow_cycle_no_display, .views_slideshow_cycle_hidden, .views_slideshow_cycle_controls, .views-slideshow-controls-bottom, .views-slideshow-controls-top, .views_slideshow_cycle_image_count {
display: none;
}

should be display:block;

Changed it in my theme css, and that fixed it. This is the file that was changed and provide that css views_slideshow/contrib/views_slideshow_cycle/views_slideshow_cycle.css. The lines that were changed are:

.views_slideshow_cycle_controls,
.views-slideshow-controls-bottom, *added

You do not have to, and should not, change module css file, it is much better to override it in your theme css file.

Correct about editing the module's css. I did override it in my theme. I only had to change the .views-slideshow-controls-top declaration.

I'm classing this as a bug. I've confirmed that controls are hidden via module CSS in the Views interface preview (where any custom theming I do is not going to help). This behavior was not present in previous versions (my point of comparison is 7.x-3.1).

My thought is: if you can enable controls through the Views interface, they should default to being visible, not hidden until overridden by custom theming. Yes, the controls will need custom theming to style them prettier. But please don't require custom theming just to use a feature supplied by the interface.

This seems to have been a regression related to https://www.drupal.org/node/876958

The commit for that Issue number changes the CSS so that the pager is hidden by default, and will then be un-hidden when a parent element has the 'jquery-once-1-processed' class added.

Unfortunately there is NO matching commit to JS code that adds that class to anything, so the pager will always remain hidden.

hmmph! in my testing (manual, limited # of cases, I always had the jquery-once-1-processed class added. Ah well guess it wasn't universal. Fixing, thanks for reporting, and sorry for the hassle!
