I tried the “Views RSS” module and after downloading and enabling this module along with its associated “views_rss_core” the “RSS Feed – Fields” radio button does not display and only the “RSS Feed” option is present which comes from the “Views” module (see attached screen print). I have tried with both views-7.x-3.7 and views-7.x-3.8.

Views RSS 2.x works perfectly fine with Views 3.8, the issue must be coming from your specific site configuration. Try some standard things, clearing the caches, disabling/uninstalling/re-enabling the module (making sure there are no errors in watchdog/error log), if this doesn't help try it on clean Drupal installation, rebuilding your site and seeing why it might fail for you.

Same here. After flushing the caches sometimes the radio button appears. After selecting and setting the options views returns an 'missing style plugin' message and the option disappears.
