I've got core 7.12 and views_rss 7.x-2.0-rc3 installed,enabled etc. but the display type "RSS Feed - Fields" does not display (is not showing) in the drop-down list for Content when I create an RSS Feed in Views.

Only the std "Use site default RSS settings " and "RSS" are available - giving me no access to the fields.
I've cleared cache etc. a few times.

Views : 7.x-3.3
Views RSS and Views RSS: Core Elements enabled ...

No errors in the log

If you see "Use site default RSS settings" and "RSS" options that means that you are looking in the wrong place - as these are available in "Show" line settings (in "Format" section), while you should be looking in "Format" line instead.
