When I switch to the Responsive grid display contextual links added to rows will be turned off. Everything works when I add "contextual-links-region" to the Column Classes.

What type of row style you're using in the view(fields, node, display suite, etc...)?

Also, is this the contextual links menu for the view itself?

No, it is field based view. I am using Contextual links field there.
