The issue #1140896: Variable $row does not contain correct values ($data->_field_data does) has been fixed in file views_php_handler_field.inc. However, the same bug exists for the filter handler (and possible all other handlers as well?).

Also seeing this, its been driving me crazy wondering why filter isn't working. As soon as I make it match a 3 digit node ID, i get results.
