just trying to help now that i see you are working a lot. i have been trying and reading about this module all i have found and i am unable to make minimal height to work. the same with $content.
i hope in some moment you will have time to take a look.

Is $content still a problem in 7.x-1.4 / 7.x-1.x-dev?

There's a patch for minimal height here:
#2344289: Minimal Space setting doesn't work
I don't think it should be applied to the 7.x-1.x branch, but feel free to test it. We may include it in 7.x-2.x
