I upgraded to Views 1.6 beta5 and still have this problem even after deleting my cache. Am I missing something?

that's not possible, views 1.6 beta 5 contains that function.
Probably, you have another (older) views install somewhere in your drupal installl, and you are running this instead the latest one without noticing it. Go and remove all other views installs and resubmit your admin modules page. Then it should work.

In my copy of views.module the function is defined as _views_get_filter_values. I am having the same problem, incidentally.
