unable to get 'Create an archive of selected files' action working, download all files

Hi, im trying to get the action 'Create an archive of selected files' working.

Steps so far:

1. Created a file view
2. added file usage relationship
3. add fields
4. add vbo filefield

However under the list of bulk actions, no matter what i do. I cant get the 'Create an archive of selected files' action to appear...

Is there something i'm missing?
