Comments do not display on node view rows - caused by #2438227 [#2879613]

There was a typo in #2438227 which caused comments to never display on view nodes in the row plugin. This was caused by a typo in the 'comment' module so the system never thought it was enabled.

i've also found this issue in views stable release after getting 3.17 as security release, but as it is fixed and available in dev branch:
