Add node handler to sort by promoted to front page

Trivial one: Instead of filtering nodes by whether they are promoted to the front page, we want to sort them by that flag. The idea is to display a fixed amount of promoted nodes in a view. If there are not enough promoted nodes, unpromoted ones are added until the limit is reached.
