Exposed form in block. Does not display in block unless ajax is on??

I have this option selected and it does not display in my block until I turn ajax on. The issue is that I don't want ajax on. I don't want the results showing up inside this block. When you hit submit I want it to display the results on the page that was also created. I had this working once and accidentally deleted the view and I can not figure out for the life of me how I had this working before. But I know that ajax was off and submitting the form took me to the view page that displayed the results. Does anyone know what I am over looking to make this happen? Why does my form with exposed filters not display inside my block??
