Remove Layout Builder Block Sanitizer module

Problem/Motivation

The Layout Builder Block Sanitizer module is no longer needed in Varbase
Not ready for Drupal 11 yet.

Proposed resolution

#3415842: Disable Layout Builder Block Sanitizer module and uninstall it, as it is no longer supported

And then

• Remove drupal/layout_builder_block_sanitizer from the composer.json file in the 9.0.x and 10.0.x for Varbase 9.1.x

The module is not used in Varbase 10.0.x
