Add the Block Library module ( ~1.0 ) with basic config for available block types

Problem/Motivation

Block Library 1.0.0-alpha2 was released 12 Oct 2021 at 23:33 EEST
https://www.drupal.org/project/block_library/releases/1.0.0-alpha2

And the following blocker issues and patches was committed into the release.
#3205060: Fix issue with composer.lock on updates or install with composer.lock with found drupal/block_library[dev-master] but it does not match the constraint
#3194473: Style SVG's properly when view through the Layout Builder UI.

VLB had the module before while development.
But it was removed because of the blocker issues.

#3205071: Switch Block Library module from ~1.0 to static require 1.0.0-alpha1 version
#3205074: Remove the Block Library module as it has composer issues

Proposed resolution

Have the Block Library module with Varbase Layout Build default standard and configs.

User interface changes

No selected icons at this time. ( Only added and enabled the module in install: with no hook update to enable )
Only for testing on having public://varbase.png as a test
