Having #3205071: Switch Block Library module from ~1.0 to static require 1.0.0-alpha1 version
did not work as a temp fix for
#3205060: Fix issue with composer.lock on updates or install with composer.lock with found drupal/block_library[dev-master] but it does not match the constraint
Proposed resolution
Temp remove the module, then we add it back when they have the issue fixed

After

Planed to have the module back when the issue is fixed
