Update Fast 404 module from ~2.0 to ~2.0 || ~3.0 for a smoother update process on the 9.0.x branch

Fast 404 was updated to ~3.0 stable, but only on the following branches

• 9.1.x for Drupal 10
• 10.0.x for Drupal 10

#3364710: Add Fast 404 module ~3.0 back after a tag was released with support for Drupal 10

It was not updated for the varbase_core 9.0.x branch yet, for Drupal 9.
Better to smooth the update for it too under Drupal 9, before upgrading to Drupal 10

Proposed resolution

• Change "drupal/fast_404" to ~2.0 || ~3.0 in the composer.json file.
