Update Maxlength module from ~1.0 to ~2.0

Maxlength 2.0.0-rc1 was released 12 Oct 2021 at 23:25 EEST
https://www.drupal.org/project/maxlength/releases/2.0.0-rc1

new major version of the Maxlength module!

Which will have more support from the new maintainers

Proposed resolution

Change the Maxlength module to ~2.0 in the composer.json file
