Remove [Libraries UI] module from [Varbase Development] dev tools module on the 9.0.x Drupal 9 branch

Problem/Motivation

Used only when we want to list the list of active libraries in the system
and to see the order of loaded libraries
Still it's not supporting Drupal 9
#3139449: Prepare the module for Drupal 9

Proposed resolution

• Remove the Libraries UI module. As It is in Varbase Development
• If they made it to Drupal 9, it can be put back.
