Well, Helpers has been around longer, so why not Util merging with Helpers? Why did they start that module in the first place when this one was around?
I tend to agree with Oleg. Util seems to be more for admins while Helpers is more for developers. Further, while I like the structure of Util and may use it to develop my site-specific modules, it is vastly different from Helpers - the effort to convert would be significant.

However this brings me to reconsider the name of the module.
Anyway, 'Wont Fix' until further notice.
