Not respecting 'change own badge assignments' permission [#2765255]

Hi,

Firstly, thanks for this module, works great!

However, for version 7.x-4.x-dev, users who have 'change badge assignments' permission but not 'change own badge assignments' can still view the Badges tab and edit the badges in their own user profiles.

I am planning to provide my first ever patch but if somebody else can take this up and provide it sooner, nothing like it!
