Drupal 7 port of Upgrade Status.
Note that this currently has the following limitations:
- Doesn't yet know about all the projects moved into core in 8.x. You can help! #2172239: Flesh out list of modules that were moved to core in 8.x
- Regression in styling; the nice collapsible details are gone, to be restored in #2172127: Port compact layout styling to D7 (Needs someone with CSS/JS chops)
- Does not contain Upgrade Assist/Upgrade Dashboard modules, because D7 => D8 is a migration, not an upgrade!
- There is not yet test coverage: #2172189: Add automated tests for Upgrade Status module
