Looks at the value of pathauto's "Generate automatic URL alias" checkbox before deciding whether to validate the form. This allows users to bypass the unique_alias_checker validation and use a manual alias for the node instead. Out of the box, pathauto has a unique alias checker for manual aliases, so there is no need to have our own validation in those cases.
