I am using rules schedule to send some emails and that component works fine. I have set ultimate cron to schedule the rules cron to run every minute. The problem comes in that a user needs to request a page for the cron to run however? I need the cron to run irrespective of whether a page is being requested or not.

Any help would be really appreciated.

Have you set up curl or wget (or drush) as described on https://www.drupal.org/node/1666952?

It sounds as if cron jobs are executed by poormans cron.
