Release notes

This is a feature release in the UIkit 8.x-2.x series and is ready for use on production sites. Note: This release was pushed with only one commit in order to fix a critical bug in the syntax of block--local-actions-block.html.twig. It is important to update your theme in order to avoid any error messages received from using 8.x-2.8.
