Improve Composer instructions for installing Stripe PHP library

There are unfortunately a few ways of handling composer config for contrib modules, and the actual correct approach depends on the end user's methodology. A composer.json is already provided, but we need to do at least a little more effort to help people get through the process in the README.txt.
