Consider providing D6/D7 upgrade path to D8

It would be nice to provide an upgrade path.

* Creation of the payment plugin
* Configuration for the payment plugin
* Import the Stripe customer IDs from $user->data in D6/D7 (only relevant for recurring transactions, which won't be supported until uc_recurring becomes available)
