Trying for the first time to setup a website offering services for monthly recurring payments. Can't figure out one thing. On https://cms.paypal.com/us/cgi-bin/?cmd=_render-content&content_ID=develo... it says:

Website Payments Pro consists of APIs for accepting credit card, debit card, and PayPal payments; these payments can be immediate, authorized for later capture, and they can be recurring payments.

so I thought the cost of about 30 USD per month for Website Payments Pro covers recurring payments. However, the guy on http://msafi.com/983/paypal-merchant-customer-service-nightmare/ who went through setting up recurring payments with Paypal's Website Payments Pro says:

Website Payments Pro by itself cannot do recurring monthly billing. You have to add this capability to your basic Website Payments Pro service. There’s an additional charge of $20 or $30 per month for this add-on.

So my question is what is true? I've setup Website Payments Pro without buying additional package from Paypal for recurring payments and getting the following error:

Recurring Payment Setup Failed.
Error: 11586: DPRP is disabled for this merchant.

Will purchasing PayPal's recurring payment package for additional monthly payment of $30 (Gosh, it's so hard to pay $60 for just starting online store to get full credit card processing solution) in addition to Website Payments Pro solve this or the solution to my problem lies elsewhere?

Although it was hinted at by our PayPal contact, the latest bill is still £20 since we had recurring payments under WPP enabled. You do have to ask them to enable it though and can't just do this yourself. I don't know why. PayPal support (business and technical) have actually been very helpful in out experience.

Also worth noting that the "DPRP" facility (recurring payments) required under WPP isn't currently available on a UK sandbox account, so you have to create a US Pro account and allow £.

I stand corrected. Adding recurring payments to a PayPal Pro account will cost you an extra $30/£20 per month.
