Treat file downloads as non-shippable

My site has a product class with a file download feature, so customers may purchase either a physical, shippable magazine or a PDF download. If a cart contains only downloadable items it works as expected and no shipping is charged. If a cart contains a shippable item and a download, the download is treated as a shippable magazine when shipping is calculated.
